Each local Little League® function is based on a set of basic operating policies known as a constitution. This document governs the annual procedures of a league in conjunction with Little League's rules, regulations, and policies.  All Little League constitutions are reviewed/approved and are on file with the Southeast Region Little League International office as part of the chartering process.  Please see the below link for the current PHLL Constitution.
